Ajesh Luthra

Ajesh Luthra is an Advocate based in New Delhi with exceptionally extensive experience of more than three decades in service law, administrative law, and litigation concerning public employment. Service law is the central pillar of his practice and of the Chambers’ institutional identity. His practice is principally conducted before the Central Administrative Tribunal, Principal Bench, New Delhi, the High Court of Delhi, the Supreme Court of India, and other courts and tribunals where service and administrative disputes arise or may be ancillary. He also leads other verticals of the Chambers’ practice including the extremely vital branch of civil and criminal matters.

Particularly, in service law, he has appeared on both sides of service litigation. This experience gives his practice a developed understanding of service jurisprudence, departmental procedure, government decision-making, and the manner in which public employment disputes are contested before tribunals and courts. Now, in private practice, he represents government servants, public sector employees, and individuals affected by unfair administrative action.

In 1999, Ajesh Luthra was nominated as Panel Counsel for the Government of NCT of Delhi before the Central Administrative Tribunal, Principal Bench. In 2004, he was appointed as the first Standing Counsel of the Government of NCT of Delhi before the CAT, a role involving representation in service matters as well as advice on service-policy issues and departmental decision-making. In 2009, he was appointed Standing Counsel for the Delhi Transport Corporation before the CAT, Principal Bench. He has also previously served as Senior Panel Counsel for TRIFED, and as Panel Counsel for the Rashtriya Mahila Kosh and the Delhi Jal Board.

His appearances are reflected in a substantial body of reported decisions across SCC Online and Manupatra, including matters before the Central Administrative Tribunal, the High Court of Delhi, and the Supreme Court of India. Internal search results indicate more than 2,400 reported decisions and indexed appearances in his name across these legal databases.

Ajesh Luthra has also served as a member of the Governing Bodies of four colleges of the University of Delhi: Motilal Nehru College, Lakshmibai College, Maharaja Agrasen College, and Shaheed Sukhdev College of Business Studies.

Purely with the aim of community betterment and for enrichment of the legal fraternity, Ajesh Luthra has also served as the President of the CAT Bar Association for a historic six times.
